Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the harsh reality of the current period. By day, political struggles are waged: positive announcements are released from different nations. Considerable effort is allocated on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capacity afforded by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats roared overhead – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles deployed against a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through partner states. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly becomes grim resignation: maybe the hostile projectile won't strike its target this time, protecting urban areas from devastation and additional electricity failures.
Persistent Threats
Following this, a heavy machine gun opened up on a drone close by, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it maintained course toward its target.
Intermittently, this carried on until dawn. Kyiv faced the early updates: seven people killed, destruction and heating outages in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a need that regional partners are evidently unprepared to fill in the immediate future.
Ineffective Peace Efforts
The detailed framework from American leadership provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new initiative from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, continue.
Strategic Calculations
It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership operates on a premise well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is unrealistic to force Russia to relinquish the areas that it already controls in Ukraine's south or east.
The challenge is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not evolve additionally in its favour in the months ahead.
Conflicting Perspectives
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but averting a complete military breakdown until situations evolve in its advantage.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their mission will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a mere seven days to terminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.
While new plans based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
